re Texas Joint Agency Agreement,

I wrote you last on the 8th inst. which letter I kept back

Even with a handicap of quite a week,

however and goes by this mail.

the Empress boat is sure to arrive earlier than the Japanese steamer.

I have since discussed matters with the Texas people after sending over to them copies of my letters to you of the 3rd and 8th in- atant, my Nos. 4 & 5, which was at once the simplest and fairest way to acquaint them with all facts.

As I wrote you in my first named letter, I hardly knew how to tell them about London's refusal to ratify your acceptance of a Joint Agreement, an acceptance now confirmed by your letter to them of the 7th ultc., in which you the people on the spot, to whom London referred watters and to whom the Texas Company naturally locks as the party re- Bponsible to them write the Company that the Agreement jointly with us

In fact, but for this letter of yours, in which you further expressed your hope that I would see my way dear to grant the "very reasonable" conditions London required in their agreement, I would still have hesitated to tell the Texas Company what demands London was really making upon them and us; sure as I was that the Texas people would re-
